The Minister of Energy through Bill 21 has called on the province to create a 'Conservation Culture'. Two key objectives were developed for the energy sector:

1. A 5% reduction in Ontario's electricity demand by 2007.
2. The installation of 800,000 SMART meters by 2007, and the full deployment of SMART meters for all electricity consumers in the province by 2010.
